Write the negation of the following statement:
 $\forall {x}\in \mathbb {R} ,\exists {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad ({\sqrt {x}}\in \mathbb {N} )\implies (y^{2}>x).$

Following the hints, first rewrite the original as
 $\forall {x}\in \mathbb {R} ,\exists {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad \neg ({\sqrt {x}}\in \mathbb {N} ){\text{ or }}(y^{2}>x).$
Now, taking the negation:
 $\neg (\forall {x}\in \mathbb {R} ,\exists {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad \neg ({\sqrt {x}}\in \mathbb {N} ){\text{ or }}(y^{2}>x)).$
Bring it in one level:
 $\exists {x}\in \mathbb {R} ,\neg (\exists {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad \neg ({\sqrt {x}}\in \mathbb {N} ){\text{ or }}(y^{2}>x))$
and again:
 $\exists {x}\in \mathbb {R} ,\forall {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad \neg (\neg ({\sqrt {x}}\in \mathbb {N} ){\text{ or }}(y^{2}>x)).$
Lastly, using the final hint:
 $\exists {x}\in \mathbb {R} ,\forall {}y\in \mathbb {Q} \quad {\textrm {s.t.}}\quad ({\sqrt {x}}\in \mathbb {N} ){\text{ and }}\neg (y^{2}>x).$
