Looks like it's been reviewed. I can't seem to add hints anymore. I remember you used to be able to click on the word and modify the code, now the words (like "Hint") are no longer links.

Not sure what you mean.
To create a new hint, just create it at .../Question/Hint_2 (or 3, 4, 5 whatever is relevant)
