Would I be able to use FTP to upload, backup and maintain my site
UBC Blogs (http://blogs.ubc.ca/) is a hosted multi-site environment and it doesn't offer the option for end user to access the website through FTP. The primary reason for doing this is to remove the technical overhead from the end user i.e. saving the users time administration backup of the website. Because it is a multi-site environment accessing the backend of the website would imply that users access other users themes and plugins folders since they are shared across the installation.
