Matric Potential

If soil water has a high matric potential, is that because there are a lot of water molecules that are not touching charged soil particles (due to too few charged particles and too many water molecules) and so the water molecules still have a lot of potential energy? Thanks!

Yes, that is correct. At the highest matric potential (of zero) that soil can have, all pores of that soil are saturated with water, and then there are the most water molecules that are not attracted to the soil particles and are free to move. Any attraction of water molecules to soil particles, reduces potential energy of water molecules.
