Innovation Superclusters Initiative

The Innovation Superclusters Initiative, with up to $950 million in innovation funding announced in Budget 2017, committed funding to five business-led innovation superclusters; Digital Technology (British Columbia), Next Generation Manufacturing Supercluster (Ontario), Ocean (Atlantic), Protein Industries (Prairies) and SCALE.AI (Quebec). They attract large and small companies that collaborate with universities, colleges and not-for-profit organizations to turn ideas into solutions that can be brought to market. Overall, the Initiative is projected to create more than 50,000 jobs and grow Canada’s GDP by more than $50 billion over the next 10 years.

Description

Based in British Columbia, the Digital Technology Supercluster will use bigger, better datasets and cutting-edge applications of augmented reality, cloud computing and machine learning to improve service delivery in the natural resources, precision health and manufacturing sectors. Employing digital technologies will save time and money and improve the health and lives of Canadians.

Priorities

Working together across sectors, the digital technology supercluster will identify and advance projects that are guided by defined industry needs. With an initial focus on health, natural resources and industrial projects, it will innovate solutions using data analytics, quantum computing, and virtual, mixed and augmented reality.

Membership

While the list of members is not publicly available, the regional office in British Columbia (ROPAC) has learned that approximately 500 companies have signed on to the Digital Supercluster. Of the 282 members that we are aware of, 171 are TCS clients. The number of companies involved in the Supercluster may increase in the coming months as discussions between ISED and Supercluster members continue. The vast majority of members (165) are technology companies that would represent core TCS clientele. Among them, 102 are TCS clients while 63 are foreign multinationals with a presence in Canada or simply not TCS client. The other 117 members are a mix of education institutions, accelerators or incubators, research institutions and large Canadian companies who would likely be buyers.

Contribution Agreements

On November 27, 2018, ISED announced the signing of an agreement to invest up to nearly $153 million, matched dollar for dollar by the private sector, in the British Columbia-based Digital Technology Canada Supercluster.

Protein Industries

Description

Based in the Prairies, the Protein Industries Supercluster will use plant genomics and novel processing technology to increase the value of key Canadian crops, such as canola, wheat and pulses that are coveted in high-growth foreign markets, such as China and India, as well as to satisfy growing markets in North America and Europe for plant-based meat alternatives and new food products. Building on Canada's worldwide reputation as a leader in agricultural production, this supercluster will make Canada a leading source for plant proteins and, ultimately, feed the world.

Priorities

Technology leadership projects; collaboration for scaling processes that entail synergistic partnerships between firms of various size and capabilities; establishing a diverse, highly skilled talent pool through interactions with universities, colleges and polytechnics; providing access to innovation through approachable IP; and creating global advantage through competitive intelligence, regulatory support, investment and partnership.

PIC will build on Canada's strengths to substantially increase global market share in novel protein (and co-products) fractions, ingredients, food and feed products and technologies. For short to long-term priorities, see here and here.

Membership

It is a group of 120 private-sector companies, academic institutions, and other stakeholders across Western Canada aimed at developing the potential of plant-based proteins from crops such as canola, pulses, grains, hemp, and flax. PIC and the Enterprise Machine Intelligence and Learning Initiative (EMILI), an agricultural consortium that was also formed in response to the supercluster initiative, recently announced that over 50 of their members will now join PIC and participate in the protein supercluster.

Advanced Manufacturing

Description

Based in Ontario, the Advanced Manufacturing Supercluster will build up next-generation manufacturing capabilities, incorporating technologies like advanced robotics and 3D printing. By focusing on training and technology adoption, this supercluster will help make the words “Made in Canada” synonymous with “innovative” and “value added.

Priorities

NGMCanada supports the transformation and growth of Canada's manufacturing and technology sectors by connecting innovation and manufacturing capabilities, fostering collaboration, accelerating the adoption of advanced manufacturing processes and the development, scale-up, and commercialization of new technologies - to build greater prosperity for Canadians.

Membership

While the list of members is not publicly available, of the 106 members that we are aware of, 76 are TCS clients. The number of companies involved in the supercluster will increase in the coming months as internal targets have been set and discussions between ISED and supercluster members continue. The vast majority of members are a mix of education institutions, accelerators or incubators, foreign multinationals with a presence in Canada and large Canadian companies who would likely be buyers. Less than 35 are technology companies that would represent core TCS clientele, almost all of which are TCS clients. We are noticing a similar trend with other superclusters. NGen has engaged on multiple occasions with the TCS and has been active abroad. For instance, Mr. Myers gave the keynote address at a Belgian flagship “Factory of the Future” event, last February 6, 2019.

Description

Based in Quebec, the AI-Powered Supply Chains Supercluster (SCALE.AI) brings the retail, manufacturing, transportation, infrastructure, and information and communications technology sectors together to build intelligent supply chains through artificial intelligence and robotics. This supercluster will help Canadian small and medium-sized businesses scale up and help ensure Canada is a globally competitive export leader.

Priorities

Drive productivity and competitiveness of Canadian firms, better position Canada as a trading nation by dovetailing the future global supply chains, boost the skills and diversity of the talent pool, promote sustainable growth and circular economy, and grow the world’s best applied AI services providers.

Membership

The supercluster currently gathers about 120 members, close to 80 private firms, 12 academic institutions and other enabling organizations. The plan is to welcome new members starting in summer 2020.

Contribution Agreements

On December 6, 2018, the Government of Canada announced the signing of an agreement to invest up to nearly $230 million, matched dollar for dollar by the private sector, in the Quebec-based SCALE.AI Supercluster. The government of Quebec also announced an investment of $60 million to support the initiative.

Description

The Ocean Supercluster will harness emerging technologies to strengthen Canada's ocean industries—industries like marine renewable energy, fisheries, aquaculture, oil and gas, defence, shipbuilding, and transportation. This supercluster will ensure Canada's future prosperity as a source of jobs and solutions to global challenges, such as how to meet the energy demands of the 21st century. The Ocean Supercluster will focus investment on industrial, technical, and scientific innovation that will energize the economy and result in improved sustainability outcomes including a lower carbon footprint, better energy efficiency, and improved resource management. This is an industry-led proposal, focused on building upon Canada's world-class ocean-related business activity, research capacity, and proven technology expertise.

Priorities

Strengthen links between ocean-based value chains and providers of enabling technologies; Develop, deploy, and export innovative technology platforms applicable to multiple ocean industries; Fill capability gaps in the innovation ecosystem through the attraction, recruitment, training, and retention of diverse, highly qualified personnel; Extend the global reach, attraction, network and market opportunities for Ocean Supercluster partners; Address global challenges related to sustainability, reducing carbon foot-print and improving energy efficiency.

Membership

There are 122 partners listed on the Ocean Supercluster webpage of which 81 are registered in TRIO as clients of the TCS. 8 of the 122 are participants are participants in the Accelerated Growth Service Initiative.
