• How will the students engage in this case study? There is a lot of good information but where is the student meant to interact?
• What is the guiding question? Why has it worked?
• Will students need to do research on other parts of the world to engage? Put student in "government official" role and review issue in another part of the world.
• Add a layer of simulation.
