The famous Network speech exemplifies what it means to be critically literate/illiterate of the media. It is a seminal work which encapsulates the importance of this topic.

Webpages, especially informational ones, are usually static. To put an autoplay on this video adds an additional layer that strengthen's the multi-modal learners interest in this topic. Anyone who has heard the speech can simply scroll to the video and press pause.

Autoplay is also a critique on the idea that the user is in complete control of their browsing online. There is a moment of panic when the words (if volume is enabled) are spoken when looking at this webpage. Some may find it jarring, but this is part of the experience of noticing elements in the communicative sphere. What is this sound? Where is it coming from? Why is it here? It is important to me to listen? To silence?

I noticed it was disabled:

I disable it when I am editing the page, but enable it to play when someone is viewing the page as a final. My suggestion is to enable it.

Evidently the autoplay was disabled for a second time. Without discussion here, it is difficult to understand the rationale for this.
