We would like to relate the angle θ to the height h. In order to do so, we use trigonometry. By basic trigonometry, we have the equation

tanθ=h1000.

We will differentiate both sides:

sec2θdθdt=11000dhdt.

Now, we solve for dθdt:

dθdt=11000sec2(θ)dhdt.

We use the fact that secθ=1cosθ.

dθdt=cos2θ1000dhdt

Now, we plug in dhdt=500:

dθdt=500cos2θ1000dθdt=cos2θ2

Now, we observe from our picture that cos(θ)=1000D.

dθdt=10000002D2

We plug in D2=5000000 (from part a):

dθdt=100000025000000=110

So the rate of change is 110radianssec.

dθdt=110radianssec
