From UBC Wiki

The planes are orthogonal if the scalar product of their normal vector is zero.

nQ=(−1,5,−3)nP=(3,−95,−4)

nQ⋅nP=(−1)⋅3+5⋅(−95)+(−3)⋅(−4)=0.

Hence the two planes are orthogonal.
