From UBC Wiki

The two parts of f(x) are continuous, so we only need to make sure that f(x) is continuous at x=3. That is limx3f(x)=limx3+f(x)=f(3). Again, since both parts are continuous this equality will be achieved if the two parts are equal. We set c3+3=c323, and solve for c:

c3+3=c(3)233c+3=9c36c=6c=1

Therefore, c=1 makes f(x) continuous.
