Consider using similar language to the file naming and what G+PS says e.g.

It is recommended that you enter your title using the Roman alphabet to best support the widest range of search and discovery possibilities for your work. However, if you prefer to use special characters, please ensure that they are Unicode Standard characters or UTF-8 encoded.

Should this replace the "Important" note as well? so that the section says:

It is recommended that you enter your title using the Roman alphabet to best support the widest range of search and discovery possibilities for your work. However, if you prefer to use special characters, please ensure that they are Unicode Standard characters or UTF-8 encoded. cIRcle can handle many, though not all, Unicode characters. Note: It may not be possible to render certain symbols correctly in the cIRcle abstract field. Readers can download the PDF of your thesis to read the correct abstract.
