Summary

Description
English: As the waterline rises and falls, the amount of information available, knowledge shared or common understanding ebbs and flows with it.

An attempt to 'lower the waterline' is to get at the hidden wisdom and potential of the group, particularly those with less power.

Tides and currents represent resistance, as those in the group push and pull in various (and sometimes conflicting) directions. The more that power or leadership is top down, the more resistance is likely to grow.
