Abstract
The Subak system of Bali represents traditional water management and rice cultivation network rooted in Balinese Hindu philosophy and communal cooperation; the system functions as both an agrarian practice and cultural heritage. Subak landscapes provide critical ecosystem services, such as water distribution, biodiversity preservation, and soil fertility, while reinforcing social cohesion through collective management structures. However, increasing tourism pressure in Bali has created both opportunities and threats for Subak conservation. Responsible tourism and ecotourism initiatives can enhance environmental awareness, strengthen cultural identity, and provide economic incentives for local communities to maintain traditional practices.[1] Conversely, unmanaged tourism growth can exceed the tourism carrying capacity of Subak landscapes, leading to environmental degradation, water scarcity, and the eroding of cultural values. The integration of sustainable tourism planning within the Subak management is therefore essential to the creation of a balance between local livelihoods and heritage preservation. Contemporary studies also explore how traditional ecological knowledge embedded in Subak can be sustained amid modernization and land use change.[2] Overall, the interplay between tourism development and Subak conservation highlights the potential for adaptive models that align economic development with cultural and environmental stewardship.
Introduction
Tourism has become one of the most powerful forces shaping traditional cultures and environments around the world. While it can bring economic growth and global recognition, it can also place significant pressure on local communities, ecosystems, and traditional practices. In Bali, Indonesia, this tension is clearly seen in the Subak system, a centuries-old agricultural and water management system that integrates religion, environmental knowledge, and social cooperation. Subak reflects the philosophy of Tri Hita Karana, emphasizing harmony between humans, nature, and the spiritual world. For generations, it has supported sustainable rice production, preserved biodiversity, and maintained strong community relationships.
However, rapid tourism development in Bali has begun to transform the conditions under which Subak operates. Agricultural land has been converted into tourism infrastructure, and increasing water demand from hotels and other facilities has intensified competition with farmers. These changes directly affect the ability of the Subak system to function sustainably, raising concerns about its long-term conservation.
At the same time, tourism can also contribute to conservation when it is managed responsibly. Sustainable forms of tourism, such as ecotourism and agritourism, can provide economic support while encouraging the preservation of traditional practices.
Though tourism has both positive and negative impacts on the conservation of the Subak system, its overall effect depends on how sustainably it is managed.
POSITIVE EFFECTS ON CONSERVATION
Tourism can support the conservation of the Subak system when it is developed in a sustainable and responsible way. By providing economic incentives and increasing awareness, tourism can encourage the protection of traditional agricultural practices and landscapes.
One important example is ecotourism, which focuses on minimizing environmental damage while promoting cultural understanding. In Subak regions, ecotourism allows visitors to observe traditional irrigation systems and rice farming practices. For instance, Subak Sembung in Denpasar offers guided tours through rice fields, where tourists can learn how water is managed collectively among farmers. These activities generate income for local communities while also increasing awareness of the importance of preserving Subak landscapes. As a result, ecotourism supports the conservation of the Subak system by encouraging communities to maintain agricultural land rather than convert it for development.
Agritourism also plays a key role in conservation. By allowing visitors to participate in farming activities such as planting and harvesting rice, agritourism creates a direct connection between tourism and agriculture. This provides farmers with an additional and more stable source of income. This financial support helps conserve the Subak system by reducing economic pressure on farmers to sell their land for tourism development. In this way, agriculture becomes more valuable, helping maintain both the physical landscape and traditional knowledge.
Furthermore, the recognition of Subak as a UNESCO World Heritage cultural landscape has strengthened conservation efforts. This designation has increased global awareness and attracted funding and policy support aimed at protecting Subak. Governments and organizations have implemented regulations on land use and water management to ensure that tourism does not harm traditional systems. These policies directly contribute to the conservation of Subak by protecting its ecological and cultural integrity.
Overall, when tourism is managed sustainably, it can play a significant role in supporting the conservation of the Subak system by combining economic benefits with environmental and cultural protection.
NEGATIVE EFFECTS ON CONSERVATION
Tourism can also negatively impact the conservation of the Subak system when development is unregulated or poorly managed. In many cases, the expansion of tourism has created environmental and social pressures that threaten the sustainability of traditional practices.
One major issue is the conversion of agricultural land into tourism infrastructure such as hotels, villas, and resorts.[3] As tourism demand increases, rice fields are often replaced by commercial developments. This directly threatens the conservation of the Subak system by reducing the land available for farming and disrupting its interconnected irrigation networks.[4] Because Subak depends on cooperation among farmers, these disruptions weaken the entire system.
Another significant challenge is the growing competition for water resources. [5] Tourism facilities require large amounts of water, often exceeding local agricultural needs. This imbalance threatens the conservation of Subak by limiting water availability for rice farming, which is essential to the system’s sustainability.[6] As water becomes scarce, agricultural productivity declines, making it harder to maintain traditional practices.
Tourism has also contributed to social changes that affect conservation. Younger generations are increasingly drawn to tourism-related jobs, which often provide higher incomes than farming. This shift threatens the conservation of Subak by reducing community participation in traditional agricultural practices and weakening the cooperative systems that support it.
In addition, the commercialization of cultural landscapes poses a cultural risk. As Subak becomes a tourist attraction, traditional practices may be altered to meet visitor expectations. This threatens conservation by reducing the authenticity and cultural significance of the system, potentially transforming it from a living tradition into a staged experience.
Overall, these impacts demonstrate that without proper management, tourism can significantly undermine the conservation of the Subak system.
Conclusion
Overall, tourism has both supported and threatened the conservation of the Subak system in Bali. On one hand, sustainable tourism practices such as ecotourism and agritourism can promote conservation by providing economic benefits, increasing awareness, and encouraging the preservation of traditional practices. On the other hand, unregulated tourism development has led to land loss, water competition, and social changes that weaken the system.
These contrasting effects highlight that tourism is not inherently beneficial or harmful; rather, its impact on conservation depends on how it is managed. Without effective regulation, tourism can lead to environmental degradation and cultural loss. However, when guided by sustainable practices and strong policies, it can support long-term conservation.
Moving forward, it is essential to adopt a balanced approach that prioritizes the protection of agricultural land, the sustainable management of water resources, and the involvement of local communities in decision-making. By aligning tourism development with conservation goals, Bali can ensure the long-term survival of the Subak system.
Ultimately, preserving the Subak system is not only important for Bali but also serves as a valuable global example of how traditional knowledge and sustainable practices can support harmony between humans and the environment.
