  • Environmental Scan of policies dealing with similar issues
  • Possible effects of policy
  • Enforcement?

Positive Qualities of Strong Policy

  • Purpose of policy as first thing
  • delegates authority and responsibility (in terms of office)
  • Changes to policy will be posted (but should say where)
  • Show changes to policy (revisions) within document itself
  • Attempt to define terms used within policy
  • Defines scope of what the policy cover
  • Balanced in terms of readability and vagueness
  • Specific Examples


Qualities to Avoid

  • Language that undermines the importance/purpose of policy
  • Conflicting statements
  • Ineffectual enforcement language
  • Avoid jargon (understandable definitions that don't include the jargon within the definition)
